This is a safety feature provided by Hoover to avoid air locks in the circulation system. The pump that draws water from the tank may get an airlock due to insufficient water and the entire water line may get stuck. So, when this airlock happens, the spray line will have blocks of air in the entire line and it will not release water properly.
